Employment readiness for a new Indonesian business

Build the employment framework before the first hire: job responsibilities, contract type, wage components, working time and internal rules. A contract template should match the actual employment arrangement, rather than determine it.
Review whether company regulations or a collective agreement are required, organise BPJS and manpower reporting, and set clear records for attendance, payroll and decisions. Assess foreign-worker authorisations and immigration requirements separately where relevant.
Assign responsibility for HR compliance and a calendar for recurring actions. Expansion or changes to shifts and staffing may require a new review; operating readiness is a continuing process.
