Setting up a company or factory in Indonesia: a practical roadmap
Updated 5 October 2026 · General information; project requirements need individual assessment.
Start with the activity, ownership and location. A foreign-owned company needs an assessment of sector eligibility and applicable investment requirements before the incorporation documents are prepared. A domestic investment route also needs a clear business and licensing map.
Company incorporation, an NIB and operational readiness are different milestones. Under the risk-based framework, the business may need a standard certificate, licence or supporting approvals in addition to an NIB. Do not treat an NIB alone as evidence that every activity is authorised.
For a factory, check the site, spatial compatibility, environmental route, building documents and workforce before production. Use the eight-stage checklist on our service page to assign owners, dependencies and evidence of completion. Agree the project scope and professional responsibilities before work begins.
